Who is actually investing in Dholera
Industrial announcements in India follow a long funnel — MoU, then land allotment, then construction, then operations — and a large share never make it past the first step. So the useful question is never "who has announced Dholera investments." It is "who has got past the press release." Sorted with the furthest along first.
This page is published in English only. The rest of the site is available in Hindi and Gujarati.
What the stages mean
- Operational
- Reported commissioned and running.
- Under construction
- Construction reported visibly under way on site.
- Land allotted
- Land reported allotted; site work not confirmed.
- Announced / MoU
- A memorandum of understanding or announced intent only. The weakest signal on this page.
- Operational
Tata Power
Energy
Reported value: ≈ ₹4,000 crore (reported programme)
Utility-scale solar generation reported commissioned in the Dholera area, with further capacity reported planned.
What it signals
Fabs and data centres are power-hungry and outage-intolerant. Generation coming online ahead of industrial demand is the correct build order, and a leading indicator worth tracking.
- Under construction
Tata Electronics (with PSMC)
Semiconductor
Reported value: ≈ ₹91,000 crore
India's first large-scale semiconductor fabrication plant, in partnership with Taiwan's PSMC, with a reported capacity target around 50,000 wafers a month. The Prime Minister laid the foundation stone in March 2024; structural work was reported complete and cleanroom fit-out under way by mid-2026.
What it signals
The anchor. Everything else on this page is downstream of it. A fab is the most due-diligence-heavy investment in modern manufacturing, so its site selection carries more information than a hundred MoUs.
- Under construction
INOX Air Products
Industrial gases
Reported value: ≈ ₹500 crore (reported)
An electronic-specialty-gas facility and air separation unit reported under construction to supply ultra-high-purity gases to the fab.
What it signals
The most underrated entry here. Supplier co-location is what distinguishes a real industrial cluster from a single subsidised plant — gases are consumed continuously, so this only makes sense if the supplier expects the fab to actually run.
- Land allotted
ReNew
Energy
Reported value: ≈ ₹1,200 crore (reported)
Solar cell and module manufacturing reported planned within the Activation Area.
What it signals
Manufacturing rather than generation — it puts jobs and a supply chain on site, not just megawatts on a grid.
- Land allotted
Grew Energy
Energy
Solar module manufacturing reported planned at Dholera.
What it signals
Adds depth to the renewables manufacturing cluster rather than changing the thesis on its own.
- Land allotted
Torrent Group
Energy
Gas distribution and power infrastructure reported allotted land in the Activation Area.
What it signals
Utility distribution — unglamorous, and exactly the sort of thing that has to exist before industrial occupants can move in.
- Announced / MoU
ASML (equipment partnership)
Semiconductor
Reported value: Reported around US$11bn in scope
A lithography equipment partnership announced with Tata Electronics for the Dholera fab in May 2026.
What it signals
ASML has an effective monopoly on advanced lithography and a multi-year order book. Committing tooling is a stronger credibility signal than a government press release, because ASML has no political reason to be optimistic about Gujarat.
- Announced / MoU
L&T Vyom
Data centres
Reported value: ≈ ₹25,000 crore (reported)
An MoU reported for a green, AI-ready data centre campus of roughly 250 MW.
What it signals
Still an MoU. Data-centre announcements in India have a high attrition rate — watch for a power purchase agreement and a land allotment before weighting this.
- Announced / MoU
Tillman Global
Data centres
Reported value: Very large figures reported; sources vary widely
A hyperscale data-centre campus reported announced for Dholera SIR.
What it signals
The reported headline figures vary enough between sources that we would not use any of them in an analysis. Treat as an announced intention only.
- Announced / MoU
Jabil
Manufacturing
Reported value: ≈ ₹1,000 crore (reported)
An MoU reported for silicon-photonics or related high-tech manufacturing.
What it signals
A global contract manufacturer evaluating Dholera is meaningful for the cluster narrative, but an MoU is the beginning of a diligence process, not the end of one.
- Announced / MoU
NextGen Semiconductors
Semiconductor
Semiconductor-adjacent manufacturing reported announced for the region.
What it signals
Early-stage. Included for completeness rather than weight.
- Announced / MoU
Mahindra Lifespaces
Manufacturing
Industrial park / integrated development activity reported associated with the region.
What it signals
Developer-side rather than industrial-occupant-side. Relevant to how land gets packaged and sold, less so to whether industry actually arrives.
Compiled from public reporting. We have no commercial relationship with any company listed, and inclusion here is not an endorsement of any plot, project, or seller that name-drops them. A famous tenant several kilometres away has no bearing on whether the specific plot you are being offered is DA-approved or legally clean — that is a separate question, and it is the one that decides whether you lose money.
