Buying Dholera Land Without Setting Foot in India

A practical protocol for remote purchase — who to hire, what to demand on video, how to route money, and the five points where being 8,000 km away actually costs you.

The structural risk for an NRI buying Indian land is not Dholera. It is distance. You cannot walk the plot on a Sunday, you cannot drop into a government office, and you cannot read a room. Every mechanism below exists to close one of those gaps.

This is the protocol we would follow ourselves.

The five gaps distance creates

  1. You cannot see the land. So you do not know which parcel you are being sold.
  2. You cannot verify records in person. So you depend on someone else’s account of them.
  3. You cannot meet the counterparty. So you assess them entirely through mediated impressions.
  4. You cannot react quickly. So problems compound before you know about them.
  5. You need someone to act for you. So you have to delegate authority — the point at which remote buyers most often lose control.

Each one has a specific countermeasure.

Gap 1: Seeing the land

Demand a live video walk. On a call, in real time, unedited. You want the plot markers in frame, a fixed landmark visible, and the person filming walking the boundary continuously rather than cutting between shots.

Ask them to hold up the day’s newspaper or read out something you specify. It feels theatrical; it is the only thing that ties the footage to now, and to this parcel.

Then send someone independent. Ideally not the broker, ideally someone you know or a professional you engaged separately. Give them the F.P. number and ask them to confirm the boundary markers match the layout. For an overseas buyer this is the highest-value small expenditure in the entire process.

Cross-check the location yourself. Take the coordinates, put them on a map, and measure honest distances to the Activation Area, the expressway, and the airport site. Compare that against what the brochure implies. Dholera SIR is roughly 920 sq km; the prioritised infrastructure is in roughly 22.5 sq km of it.

Gap 2: Verifying records

Engage your own lawyer. Not one the seller recommends. This is the most consequential decision in the process. You pay them, you instruct them, and they have no relationship with the other side.

Give them the TP scheme number and F.P. number — in writing, from the seller — and ask for:

Get a written opinion, not a phone call. A lawyer who will put their conclusion in writing has thought about it. One who will only reassure you verbally has not.

Gap 3: Assessing the counterparty

Check the company’s actual registration date, not the “years of experience” claim. These frequently refer to different entities.

Verify any RERA registration yourself on the Gujarat RERA portal. A number that does not resolve is a complete answer.

Watch how they respond to friction. This is the most useful signal available to you remotely. Ask for the scheme number in writing, decline to pay before documentation, say you are engaging your own lawyer. A legitimate counterparty finds all of this unremarkable. A problematic one becomes urgent, offended, or evasive — and that reaction is more informative than anything on their website.

Gap 4: Reacting slowly

Build in explicit checkpoints. Nothing proceeds to the next stage until the previous one has produced a document you hold. Money moves last.

Never accept a deadline you did not set. Scarcity framing exists to compress the window in which you can think. A legitimate plot survives another three weeks. If it does not, you have avoided something rather than missed it.

Gap 5: Delegating authority

You will likely need a Power of Attorney. Keep it narrow:

Execution from abroad goes through an Indian consulate or via apostille, followed by stamping and possibly registration in India. Confirm the requirements with your lawyer before signing, because a defective POA has to be redone from another country. Full detail in our POA guide.

Money: the irreversible part

The sequence

  1. Confirm your FEMA eligibility and decide your funding account.
  2. Get the TP scheme number and F.P. number in writing.
  3. Engage your own lawyer; commission title search, EC, and NA confirmation.
  4. Map the plot independently.
  5. Live video walk, plus an independent physical inspection.
  6. Written legal opinion in hand.
  7. Execute a narrow POA if needed.
  8. Only now, transfer funds — through banking channels, to the seller of record.
  9. Register the deed; obtain the certified copy; check every detail on it.
  10. File all documentation permanently.

The part nobody says

At the end of this process you will still be buying land you have never stood on, in a jurisdiction you do not operate in, on a thesis measured in decades. The protocol reduces the risk substantially. It does not eliminate it, and any advisor implying otherwise is selling you something.

Size the position accordingly — as capital you can leave alone, in an asset you may not be able to sell for years.
