Jantri Rates, Stamp Duty, and the Real Cost of a Dholera Plot

Why the Jantri rate is not the market rate, how stamp duty is actually calculated in Gujarat, and the transaction costs that turn a quoted land price into a meaningfully larger number.

Every Dholera pitch quotes a rate per square yard. Almost none of them quote what you will actually pay. The gap is not small, and it is entirely predictable — which means there is no excuse for being surprised by it.

What Jantri is

Jantri is the Gujarat government’s officially published land valuation rate — the state’s own view of what land in a given area is worth, used as the baseline for calculating stamp duty and registration charges.

Three things follow from that, and all three get misunderstood.

Jantri is not the market rate. It is an administrative valuation, revised periodically rather than continuously. Market prices can sit well above it, and occasionally below.

Jantri is a floor for duty, not a ceiling on price. Duty is calculated on the higher of the transaction value or the Jantri value. So agreeing a price below Jantri does not reduce your duty — you will be assessed on the Jantri figure regardless. The “saving” is imaginary.

A Jantri revision changes your costs without changing your asset. When the state revises rates upward, transaction costs on the same plot rise immediately. This is worth knowing if you are timing a purchase.

Jantri is also, incidentally, a useful sanity check. If a seller’s quoted rate is a large multiple of the published valuation for that area, that is not proof of anything — but it is a question worth asking out loud.

How the duty is calculated

Gujarat charges stamp duty plus a registration fee, both expressed as percentages of the assessed value. The effective stamp duty rate is commonly quoted at just under 5%, with registration typically around 1%, and concessions available in some categories — notably where property is registered in a female buyer’s name.

Rates and concessions change, and eligibility depends on the buyer’s category and the nature of the property. Confirm the applicable rate with your lawyer or the sub-registrar’s office before budgeting; do not take a number from a website, including this one.

Everything else in the all-in number

Beyond duty and registration:

Individually minor. Collectively, enough that the all-in figure sits noticeably above the number in the brochure.

The question to ask a seller

One sentence does most of the work:

“Can you send me a written breakdown of the total amount payable, including stamp duty, registration, and any development or scheme charges?”

A seller who provides it in writing is easy to deal with. A seller who deflects to “we’ll work that out at registration” has told you something.

A worked shape, not a worked example

We deliberately do not publish plot pricing — it varies by zone, changes frequently, and we have no interest in anchoring you to a number we cannot stand behind. But the shape of the calculation is stable:

Land cost        = area (converted to sq. yards) × rate per sq. yard
Assessed value   = max(transaction value, Jantri value)
Stamp duty       = assessed value × duty rate
Registration     = assessed value × registration rate
All-in           = land cost + duty + registration + legal + verification + charges

Put your own numbers into that and compare the result with what you were budgeting. The difference is the point of this article.

Where this connects

Jantri also matters at exit, because your capital gain is computed against documented values — another reason the registered deed and its stated consideration deserve care.
